Proposed North Eden Pump Storage Project

The North Eden Hydro Project is no-more. Symbiotics has reported to FERC that they have determined that the project is unfeasible at this time" and " will not be pursuing the project any further."  Their FERC permit expires December 1, 2011.

STUDY PLAN ---(Sept 28,2009)

I have extracted 23 pages of material from Symbiotics’ North Eden Pumped Storage Draft Study Plan. The original document is about 142 pages and includes much more detail and maps. I would encourage you to review the entire Draft Study Plan which you can download from FERC or from the link below. Each proposed study has 9 subsections, so as you look at these excerpts, you can see that sometimes I cut and pasted the entire proposed study, sometimes skipped studies and other times just pasted certain parts to entice you to read the entire document. I’ve tried to select topics that we are getting questions about or know that some BLW members have concerns about.

PROJECT OVERVIEW

Proposed North Eden Pump Storage Project

North Eden Hydro
Please be aware of another proposal by Symbiotics to build a pump storage project, this time up North Eden Canyon. Symbiotics dba. North Eden Hydro, LLC proposes:

  • to build two earth filled dams in North Eden Canyon (Rich Co.) to generate electricity using pump back storage.
  • The powerhouse would hold 5 generators producing 100 megawatts.
  • The power lines would connect to the existing power grid in Bear Lake Co.
  • The proposal doesn't state the source of water, but BLW has been told that it is 3 existing wells up North Eden Canyon plus the possibility of doing the initial filling from the Bear River 6 miles away.

They are using the Traditional Licensing Process (TLP) which is quite different than the Integrated Licensing Process (ILP) which they used for the Hook Canyon Proposal.

SECOND MEETING -

Symbiotics/North Eden Hydro is holding a second meeting to discuss their proposed project on August 21, 2009 from 6-8 PM in the Garden City Office complex.
During the June 3rd meeting, the company staff, responding to comments about the timing of that meeting, said that they would hold a second meeting sometime after Raspberry Days and before the summer was over. They also stated that even though this would be past the 60-day comment period they would continue to consider the input from the public.

Symbiotics held their Initial Public Meeting and site visit for the proposed North Eden Pumped Storage Hydro project Wednesday, June 3rd..

The purpose of the Initial Public Meeting: North Eden Hydro, LLC (the applicant) must hold a joint meeting with

  • all pertinent agencies,
  • tribes,and
  • the public

to

  • explain the applicant’s proposal and
  • its potential environmental effects,
  • to review the information provided (the Pre-Application Document filed 1/22/09) and
  • to discuss any needed data and studies that should be conducted prior to filing a license application.

The meeting should inform the public about the project, identify issues, and ultimately lead to any study requests.
